You might try Naval Jelly if the Turtle Wax Polish doesn't work. A bit of fine bronze wool and this jelly has worked for me on other similar problems, but my spokes haven't rusted at all so I haven't tried on them. Pain in the butt to clean spokes but you had nothing better to do eh ??
